Global Halal Scandals
This file archives significant Halal fraud and scandal cases from outside the UK and US. All cases require independent fact-checking against primary sources. British English throughout.
1. Europe
1.1 — 2013: Horsemeat Scandal (France, Ireland, Netherlands, UK)
The 2013 horsemeat scandal exposed systemic failures in European meat supply chain integrity. Beef products sold across Europe — including some certified as Halal — were found to contain horse DNA. The scandal implicated processors in:
- France (Spanghero — French meat processor found guilty of fraud)
- Ireland (various processors)
- Netherlands (processing intermediaries)
- Romania (origin of much of the horse meat)
The scandal demonstrated that Halal certification in Europe was not immune to supply chain fraud, as the underlying product sourcing was opaque even to certifiers.

1.2 — 2015: Germany: Pork DNA in “Halal” Döner Kebab
German consumer testing organisations (Stiftung Warentest and regional food safety authorities) have tested kebab meat sold in Germany as Halal and found pork DNA in multiple samples.

2. Australia
2.1 — Ongoing: Halal Certification Industry Controversies
Australia experienced significant public controversy from 2015 onwards about Halal certification bodies charging fees to food manufacturers. Some media and political figures (incorrectly) characterised this as funding of extremism. The controversy, while largely based on false premises regarding the use of certification funds, revealed the lack of regulatory oversight of Australian Halal certifiers.

2.2 — AFIC Internal Governance Issues
The Australian Federation of Islamic Councils (AFIC) faced governance disputes that affected the reliability of its certification operations.

3. New Zealand
3.1 — Fitnah al-Halal: Non-Stunned Certification Integrity
New Zealand is a major exporter of non-stunned Halal lamb. However, export certifications have faced scrutiny over whether the non-stunned claims are consistently verified at all plants operating under the NZ Halal certification framework, including Al Safa and FIANZ (Federation of Islamic Associations NZ).

4. Malaysia
4.1 — 2017: JAKIM Certification Controversy
The Malaysian government’s Halal certification body JAKIM has faced criticism for inconsistency in overseas facility certification, particularly for meat imported from Brazil and Australia. Some products bearing JAKIM certification were found not to have been produced in facilities that met JAKIM’s own stated standards.

4.2 — Non-Halal Ingredients in JAKIM-Certified Products
There have been documented cases of JAKIM-certified food products found to contain porcine DNA in consumer testing by Malaysian authorities.

5. Middle East / Gulf
5.1 — UAE: Fake Halal Certificates
The UAE government has prosecuted cases of forged Halal certificates being used to import meat products that were not Halal-certified at the country of origin.

5.2 — Saudi Arabia: Imported Chicken Controversies
Saudi Arabia has periodically detained and destroyed shipments of imported chicken from Brazil and India where the Halal certification documentation was found to be fraudulent or the certifying body was not recognised by Saudi authorities.

6. Pakistan and India
6.1 — India: Halal Certification Market
India has a complex Halal certification market with dozens of certifying bodies of varying credibility. Exported Halal products from India for Muslim-majority markets (Gulf, UK) have been subject to controversy over certification standards.

6.2 — Pakistan: Domestic Adulteration
Pakistan, despite being a Muslim-majority country, has documented cases of adulterated meat (substituted species, improper slaughter) in urban markets.
